SUBJECT: Welcome & Opening Remarks Dr. Wade McCamey
Dean Sue Frazier
HIGHLIGHTS: Dr. Wade McCamey, President, Walters State Community College, welcomed members and gave a college update. Dean Sue Frazier discussed the Sevier County Campus expansion. Everyone was very complimentary of the new facilities at the Sevier County Campus.
SUBJECT: Updates – New Council Membership Dean Linda Roberts
HIGHLIGHTS: Linda Roberts introduced new council members for 2007-2008. New council membership effective January 2008 includes: Dr. Debra Cline, Sevier County Board of Education; Jamie Branton, Gear Up; Susan Roberts, Jefferson County Schools; Anna James, Hamblen County Adult Basic Education; Kim Gunnin, Dr. John LaPrise, Dr. Debbie Scott, Amy Ross, Dr. Marilyn Bowers, B. J. Lowe, and Amanda McClure, Walters State Community College.
SUBJECT: Updates – Review of September Minutes Dean Linda Roberts
HIGHLIGHTS: Minutes from the September meeting were distributed to each council member present. The minutes were reviewed and approved by the council with a motion granted by Dr. Foster Chason and seconded by Mr. Sam McCollough.
SUBJECT: Updates – Vote to Approve Strategic Plan 2007-2010 Ms. Cathy Woods
HIGHLIGHTS: Amended copies of the Strategic Plan 2007-2010 were distributed for review and approval. The Strategic Plan 2007-2010 was approved by the council.
SUBJECT: Updates – Reading Workshop Review Dean Tom Sewell
HIGHLIGHTS: Linda Roberts updated the council on the Reading Workshop that was held at Walters State Community College on December 6, 2007. Dr. Tim Shanahan was the guest speaker. There were 86 attendees and 9 counties represented.
SUBJECT: Updates – Math Teacher Workshop Dean Linda Roberts
HIGHLIGHTS: Linda Roberts announced the Math Teacher Workshop scheduled to be held at Walters State Community College on February 21, 2008 for grades K-12 titled “Conceptual Understanding of Basic Algebra Concepts”.
SUBJECT: Speaker Dr. Joan Lord
HIGHLIGHTS: Dr. Lori Campbell introduced the special guest speaker, Dr. Joan Lord, Vice-President of Educational Policies with the Southern Regional Education Board. Dr. Lord’s discussed the topic, “Teaching Reading Beyond the Elementary Grades – From Middle School through College”. Dr. Lord stated that “there is a crisis” and emphasized the importance of teaching reading, fluency, vocabulary, and comprehension.
SUBJECT: Sevier County Best Practices Ms. Judy Harrell
Ms. Susan Steele
HIGHLIGHTS: Judy Harrell with Sevier County Schools spoke on the Read 180 program that was implemented in 2004. There are 19 schools with Read 180 labs. She discussed how Read 180 is research driven and includes the use of technology. Susan Steele, a Sevier County School System Reading Teacher, helped the council visualize a Read 180 class that is part of the Freshman Academy through mental imagery and a well developed power point presentation.
SUBJECT: QEP Slated for Success Dr. Lori Campbell
HIGHLIGHTS: Dr. Campbell shared QEP (Quality Enhancement Plan) with the council and related QEP to the Read 180 program and how you can identify students and their learning styles.
SUBJECT: Southern Growth Policies Education Forum Dr. Nancy Brown
HIGHLIGHTS: Dr. Nancy Brown, Dean of Workforce Development, invited the P-16 Council to attend the Southern Growth Policies Board Education Forum scheduled for February 26, 2008 at Walters State Community College. B. J. Lowe, Assistant Director of Youth Services and Retention, discussed the workforce initiative and the importance of encouraging the “Youth - the Real Future of the South”.
SUBJECT: Local Council Update – Claiborne County Sam McCollough
HIGHLIGHTS: Sam McCollough provided an update of the Claiborne County council.
· Producing programs to show on cable networks
· Attended Governors Roundtable in Nashville
· Discussed the possibilities of Claiborne County campus relocating to the old Claiborne High School
· Providing student incentives to increase school attendance
· Applied for Gear Up and Reading First grants
· Working with LMU on drop out and graduation rates – attendance incentives
· Opened LMU Osteopathic School of Medicine
· Working with Walters State and LMU on credit recovery and dual enrollment
SUBJECT: Local Council Update – Union County Dr. Charles Thomas
HIGHLIGHTS: Dr. Charles Thomas provided an update of the Union County council.
· Appointed a subcommittee headed by business and industry and community leaders
· Working to expand and enrich course offerings by adding Algebra and Pre-Algebra
· Working to increase post-secondary education
· Building 2 new elementary schools which will free up an old elementary school and working to encourage WSCC to offer courses at this location
· Trying to locate financial resources for students interested in post secondary education
· Secured a talent search position for grades 6-12
SUBJECT: Action Items / Announcements
HIGHLIGHTS: The following announcements were made:

· Robbie Mitchell, Director of Professional Development Center of Greeneville City Schools, announced their hosting of the 2nd Annual Literacy Institute in Greeneville on June 16-20.
